Presidential Voting Systems: Is the Electoral College the Best Method?

The US Constitution dictates the Electoral College must determine the President and Vice President. Thus, each state has the same number of electors as members of Congress. In 2000 and 2016, the Presidential Election produced a winner via Electoral College votes but not popular votes. There is, however, a variation in determining state electors. Maine and Nebraska use a strategic population-based method to determine their electoral votes in each congressional district. Can their strategy be used in other states to create election winners based on the popular vote? Are there other possibilities?
