The U.S. Constitution dictates the Electoral College must determine the President and Vice President. With this method, a state has the same number of electors as members of Congress. In 2000 and 2016, the Presidential election produced a winner with the Electoral College votes but not popular votes. There is variation of deciding the election, however. Maine and Nebraska use the Congressional District Method, which allocates two electoral votes to the state popular vote winner, and then one electoral vote to the popular vote winner in each Congressional district.
Is the traditional Electoral College the best option? What method best supports democracy and is easy to facilitate?
