School Vouchers: What’s the Effect on Public and Private Education?

Since the late 1990’s Ohio’s voucher system has increased access to state-funded school scholarships. Previously, eligibility was primarily based on a family’s income or a school’s academic performance. Since 2023’s dramatic voucher expansion, most K-12 students are eligible for scholarship assistance to both private and parochial schools. Do these school choice programs create a competitive educational marketplace? Or are the school vouchers unconstitutional, given the use of public tax funds for private and religious education? Currently l/3 of Ohio’s public schools are financed by the school voucher program.
